Reagan Tokes, a 21-year-old Ohio State University student, was a bright and ambitious young woman with her whole life ahead of her until one chilly morning in February 2017. Her disappearance sent shockwaves through the community and turned her loved ones’ world upside down.
Reagan’s reliable nature and strong work ethic were known to all. She was last seen leaving work at Bodega, a downtown bar, where she had a fairly slow night before leaving around 9:45 PM. Little did she know that she would never make it home that night.
Her roommate, Kristen, discovered Reagan’s empty room the next morning, setting off a chain of events that would lead to the grim discovery of Reagan’s body at Scioto Grove Metro Park. She had been shot execution-style after being forced to withdraw money from ATMs by her abductor.
The investigation led to the arrest of Brian Golsby, a criminal with a history of violence and abuse. Despite wearing an ankle monitor, Brian was able to commit multiple crimes, including Reagan’s murder, without being caught. His twisted lies and bizarre excuses during interrogation only added to the tragedy of Reagan’s senseless death.
Brian’s trial and subsequent conviction brought some closure to Reagan’s family, but the pain of their loss is something they will carry forever. They continue to honor Reagan’s memory through scholarships, self-defense classes, and advocacy for criminal justice reform.
The Reagan Tokes Act, named in her honor, seeks to prevent future tragedies by holding offenders accountable and ensuring proper monitoring and rehabilitation programs are in place. Despite the setbacks in seeking justice for Reagan, her family remains determined to make a difference in her memory.
Reagan’s story serves as a chilling reminder of the flaws in our justice system and the devastating consequences of those failures. It is a heartbreaking tale of a promising young life cut short by a cruel and senseless act of violence. Let us not forget Reagan and the fight for justice that continues in her name.

I really think it's sad that our system is so messed up. They're constantly letting people out of jail and these people are reoffending over and over something needs to change. This man was getting in trouble while locked up and they still let him out. It's like the people that commit these crimes they have more rights then the victims.

The parents stood tall & strong for their daughter, they never got discouraged even though so many courts/judges turned them down, nothing stopped them from proceeding with changing the law that would ultimately save lives✨️ I believe that if that ankle monitor was doing what it was thought to be doing, definitely she would be alive today working at the Cleveland Clinic❣️PRAYERS & HUGS ✨️

As a previous high risk specialized PO I can tell you this broken system starts at the top! I left after 15 years because our chief (administration) was trying to turn us into social workers! We couldn't arrest without approval prior and had to hide our badges & bulletproof vests while in the field! Our caseloads were out of control!!! I monitored at any given time anywhere from 45-60 high risk felony offenders out on re-entry, with the expectation of have 3 face to face contacts with each of them per month (just for the record, I feel more than 3 is necessary for high risk offenders) however, do the math, thats at the min of 45 guys a 135 contacts per month with only 20 or so days a month to get it done, not to mention all the other shit we had to do like monitoring their GPS, court duty, drug testing duty, GPS duty(not just of your cases—-all the cases in your office that were wearing GPS)! Oh and with absolutely NO OVERTIME!!! Most of the time I had to beg just to put GPS on them!! Never mind trying to keep the victims safe from these offenders, we had NO TIME to monitor them when they were on GPS!!! and if they did violate their GPS our administration wouldn't allow us to put them in jail half the time!! Our administration even went as far as to have Probation Officer information removed from the data base that LE would look at to see if someone had priors or currently on probation, in an effort to keep LE from contacting us….this is so insane to me!!! This poor girl died for NO DAMN REASON! I pray for her family, this is extremely heartbreaking!! Rest in peace baby girl 🤍🕊

I don’t understand how incompetent his PO’s must have been… I had friends in highschool who had ended up with ankle monitors for smoking green, drinking, running away, you name it! Lesser crimes than this monster fs. The second they stepped out of the confines of their house or allotted area tracked by their ankle monitor it would beep and they would get a text from their PO within minutes… They 100% could have prevented this from happening.

I'm sorry but myself and my four older brothers,me being the only girl and youngest sibling grew up in a pretty rough council estate,lots of unemployment,petty crime, theft,drugs etc. My brothers in their early years to late teens got into a fair amount of trouble. I believe they acted out as a way of "dealing " with home life as our Dad was a chronic alcoholic who was psychologically and emotionally abusive to our Mother which we all witnessed but this is never ever any excuse to go and take a life. There are so many families unfortunately who don't have a great start in life but this should be reason enough to not hurt others because you know hurt from your own experiences..

I know I sometimes have a hard time with spotting fake emotions, probably trying to give people the benefit of the doubt. But something that bothers me a lot in interrogations, is when the suspect cries or displays the appearance of sadness. guilt, shame etc. It bothers me so much that people can do this, just make themselves appear emotional, without any genuine emotions.

Whether this guy experienced sexual assault or rape as a child should have no weight on his sentencing. There are lots of people who experience these atrocities and do not go on to victimize others in the same way. He should not have any favors given because he is a repeat offender of rape.

The GPS “MONITORING” System has NEVER benefited anyone but the CRIMINALS. They slap those things on like a piece of jewelry and the “monitoring” part becomes a bad joke. Why does this system still exist? It DOES NOT work unless the “MONITORING” Part is taken seriously. Basically in my opinion the whole judiciary system is set up for the vile, disgusting criminals and the victims have to do all of the fighting and proving.

Such a sad and unnecessary end to a beautiful life. It's too bad her parents were unable to sue the monitoring company. If this is an example of how wearing an ankle monitor does not even begin to actually cover in real time with real people physically monitoring that person as a risk we should do away with the entire system. Cell phones apparently generate the same information as an ankle monitor so why not just give them a phone instead? (Please note this is a sarcastic remark!) This monitoring program clearly poses no threat to a career criminal that knows better how to deviate within the supposed restraint of it. My heart bleeds for the parents and family of this lovely girl.

My heart goes out to this family. I am so proud of what they are doing for their daughter and to help others! That monster should of been sentenced to death. I really believe that ugly monster will get what’s coming to him!! Also, yes there should be something done with the system so nothing like this will ever happen again. I also do not have any respect for the courts & judge! What if that was their child???????

I wish more people looked at who appointed judges and votes accordingly. Things would look totally different in our country if we had better justices. There is a d in democracy for a reason. There is only one party than wants that and has wanted that for far to many decades.
